Regulation (EU) 2025/40, the Packaging and Packaging Waste Regulation (PPWR), covers all packaging and packaging waste, regardless of material or origin. It generally applies from August 12, 2026, with different requirements taking effect on dates set out in the Regulation and applicable delegated or implementing acts.
Scope
The PPWR addresses packaging sustainability and labeling, extended producer responsibility, waste prevention, reuse, collection, and treatment. Which requirements apply depends on the packaging, relevant date, destination, and each business’s role.

Packaging Waste and Sorting
Packaging collection and sorting systems vary by country and municipality. Follow the markings on the packaging and the instructions from your facility and local waste authority.
- Prevent waste. Use an established return or reuse arrangement where one is provided and appropriate for the packaging.
- Sort separately. Remove the product and other non-packaging contents, separate components when instructed, and use the local collection stream specified for the material. Never litter.
- Handle residues carefully. Packaging containing hazardous product or waste residue should follow the product instructions and local hazardous-waste procedures.
- Keep compostables out of nature. Do not place compostable packaging in home compost unless it is specifically marked as suitable for home composting. Use a collection route that accepts it.
